In Ukraine, during the full-scale war, nearly 60% of citizens are covered by direct financial support programs. Despite limited resources and priority funding for defense, the government does not reduce social initiatives, which remain key to supporting people in difficult conditions.

Volumes of social assistance and main payments
According to the Cabinet of Ministers, during the winter and spring periods, a one-time payment of 1000 hryvnias was received by 17.8 million Ukrainians. Additionally, about 415 thousand individuals from the most vulnerable categories of the population received assistance of 6500 hryvnias. Additional programs were aimed at supporting people with disabilities and elderly citizens living alone — over 100 thousand individuals received so-called “warm packages”.
Support for critical infrastructure and spring payments
The government paid special attention to workers involved in the restoration of critical infrastructure after attacks. Such categories include energy workers, utility workers, gas sector employees, and railway workers. In total, approximately 27 thousand workers received monthly supplements of 20 thousand hryvnias during the most challenging months of the heating season.
In the spring of 2026, another 12 million representatives of socially vulnerable groups received one-time assistance of 1500 hryvnias. This payment became part of an expanded social protection program.
“The government emphasizes that despite the war, the state will continue to fulfill its social obligations. Targeted support programs are considered one of the key mechanisms for assisting citizens during periods of economic and social challenges”.
The government also plans to expand access to support for internally displaced persons, and social protection programs remain one of the main priorities of state policy.
