Ukrainian President Volodymyr Zelensky announced a large-scale winter support package for citizens, which will come into effect in December. Free 3000 Kilometers by Train
Among the key initiatives is a special transportation program called “UZ-3000,” which is currently being developed by Ukrzaliznytsia. Ukrainians will be able to travel up to 3000 kilometers on domestic railway routes for free, choosing their destinations at their discretion. This includes popular routes such as Lviv – Kyiv, Kyiv – Dnipro, and many others.

Social Guarantees and Fixed Tariffs
Zelensky emphasized that, as last year, the state will provide direct financial support that citizens can use for their most urgent needs. Specific assistance programs are planned for lonely elderly people, large families, residents of frontline regions, and other socially vulnerable groups. The details of the programs will be presented soon by the Prime Minister of Ukraine.
Additionally, a fixed price for gas and electricity for household consumers will be guaranteed – no tariff increases are planned for the winter.
Extra attention is also being given to the medical sector: in January, the Ministry of Health plans to launch a check-up program that will allow every adult Ukrainian to receive a comprehensive health diagnosis.
The government is set to complete the preparation of all elements of the winter support package and present its details by mid-November. It is expected that the programs will be available to citizens at the beginning of winter.
