Recovery of Volumes and Growth Prospects

Deputy Prime Minister for the Reconstruction of Ukraine and Minister for Community and Territorial Development Oleksiy Kuleba emphasized that prior to the full-scale invasion, Ukrainian ports handled over one million TEU annually. According to World Bank forecasts, from 2030 to 2032, Ukraine will be able to return to pre-war levels, and by 2035, achieve 1.35–1.46 million containers per year.

“Where is the growth coming from? Primarily from imports for the country’s recovery and the development of transit. In particular, the Trans-Caspian route Europe-China, where Ukraine can play a key role. It is important that international businesses are already seeing this. Even during the war, companies are entering the sector with investments. This year, HHLA acquired control of the Batiyevo terminal, and Medlog of the MSC group became a shareholder of the Mostyska terminal. These are not just declarations; they are real money,” noted the minister.

Investments and Partnerships for Port Infrastructure Development

Oleksiy Kuleba also emphasized that the government is implementing transparent and clear rules through public-private partnership mechanisms. These steps will help Ukraine not only return to pre-war volumes of container shipments but also expand the market in the future. The activity of international companies in the port sector, even during the war, indicates the high investment potential of Ukrainian ports.
