In Ukraine, work has officially begun on creating a new State Housing Policy Strategy. Representatives from government authorities, international organizations, and the expert community are involved in the process. The document will be based on the principles of openness, transparency, financial viability, and adaptation to wartime conditions, which will enable the development of a modern housing policy model for the country.

Current challenges for the housing sector
As of June 2025, over 2 million households in Ukraine remain damaged or destroyed due to hostilities. The number of internally displaced persons exceeds 4.6 million. In such conditions, there is an urgent need to form an open and balanced system that provides citizens with clear and effective opportunities for acquiring housing.
Key directions of the new strategy
The future strategy aims to address a number of tasks aimed at increasing housing accessibility:
- Development of the real estate rental market, implementation of modern financial and credit instruments, and improvement of mortgage programs.
- Introduction of state support for veterans, military personnel, internally displaced persons, large families, and youth.
- Enhancement of the institutional capacity of local authorities, providing communities with effective tools for implementing housing policy at the local level.
- Active engagement of international partners, businesses, and experts to form a balanced and sustainable housing model.
The strategy is expected to become a systematic document that will define a new model of housing policy in Ukraine – open, transparent, financially viable, and adapted to the challenges of wartime.
It is anticipated that the implementation of this strategy will help create an effective system for providing citizens with housing and contribute to the restoration of the housing stock in the context of post-war reconstruction of the country.
