Ukraine is actively negotiating to secure around €1 billion in funding from European partners before the end of the year. These funds are intended for the purchase of American weapons for the Armed Forces of Ukraine through the PURL mechanism, which will help avoid disruptions in the supply of military equipment.

Situation with PURL Funding and Partners’ Position
The Netherlands recently pledged an additional €250 million to this initiative. However, a significant portion of European allies is hesitating with new financial commitments after the Trump administration temporarily suspended financial aid to Ukraine and promoted ideas for a peaceful settlement. Ukrainian authorities urge that such initiatives should not be seen as a reason to reduce support.
The PURL program is operating very effectively: it has covered 75% of the funding needed for the purchase of Patriot systems and 90% of the funding for other air defense systems.
Since the launch of the initiative in the summer of 2025, Canada, Germany, the Netherlands, and Scandinavian and Baltic countries have already allocated over €2.5 billion to PURL, highlighting the scale of support.
Italy’s Assistance and Implementation of the EU Artillery Initiative
At the same time, the Italian government has approved the 12th package of military assistance for Ukraine, which includes vehicles, materials, and other necessary equipment. The total volume of military assistance that Italy has already provided to Kyiv is estimated at €2.5-3 billion.
Additionally, as stated by EU High Representative Kaja Kallas, the European Union has not yet fully implemented the initiative to supply Ukraine with 2 million artillery shells in 2025. This issue remains on the agenda, considering the current needs of the Ukrainian military.
