Changes are being prepared in Ukraine’s scholarship system for students: at the request of President Volodymyr Zelensky, the Ministry of Education and Science is developing new mechanisms to support youth and is reviewing the amounts of scholarships.

Plans for increasing and changing the scholarship system
During a meeting dedicated to the development of education and support for youth in wartime, the president emphasized the need to increase scholarships, as inflation and rising prices have significantly reduced their purchasing power. Currently, the basic academic scholarship for students of Ukrainian higher education institutions is about 2000 hryvnias per month. Honor students receive increased payments — from 2600 to 3000 hryvnias. However, as noted by the President’s Office, these funds are increasingly insufficient even for the most essential needs.

The Ministry of Education has already been tasked with developing new approaches to scholarship provision. This involves not only adjusting the amounts of payments but also changing the principles of their allocation.
Who will be prioritized and in which areas increases are possible
Particular attention is promised to be given to students from among internally displaced persons, children of fallen soldiers, as well as youth who have chosen specialties critically important for the state. Among the priority areas are technical, medical, and pedagogical specialties, which are identified as key for the future recovery of the country.
The issue of significantly enhancing support for graduate students and young researchers is also being considered, as their current payments often do not allow them to fully concentrate on scientific activities without additional income.
The Ministry of Education emphasizes that the final amounts of increases will depend on the capabilities of the state budget. At the same time, the draft budget for 2026 already includes an increase in funding for the education sector.
It is expected that specific proposals regarding new scholarship amounts and the principles of their allocation will be presented in the coming weeks. If a decision is made quickly, updated payments may be implemented at the beginning of the new academic year.
