Structure of receipts: ERA and Ukraine Facility

In total, Ukraine received 1 billion euros through the Extraordinary Revenue Acceleration (ERA) instrument, which is funded by profits from frozen sovereign assets of the Russian Federation. An additional 3.05 billion euros has been provided under the Ukraine Facility initiative, aimed at the country’s recovery and supporting the process of Eurointegration.

“This support strengthens both the state budget and the recovery process. I thank our European partners. Together, we are confidently moving towards Ukraine’s future in a strong and united Europe,” commented the head of government.

Long-term support strategy

In July, Ukraine already received another tranche of 1 billion euros under the ERA, which is implemented by the G7 countries. This mechanism provides for the allocation of about 50 billion dollars to Ukraine in the form of loans secured by income from frozen Russian assets. The funding is directed towards covering budget expenditures, military needs, and restoring critical infrastructure.

In the spring of 2024, the Council of the European Union approved the Ukraine Facility plan. Within this program, the Ukrainian government has identified priorities for recovery, reconstruction, modernization of the country, and reforms in the process of EU membership over the next four years. The program guarantees stable funding in the form of grants and loans amounting to up to 50 billion euros during the years 2024–2027.
