The Cabinet of Ministers of Ukraine has submitted for consideration by the Verkhovna Rada an agreement between Ukraine and Switzerland regarding cooperation in the field of post-war reconstruction of the country. The document was signed during the Ukraine Recovery Conference 2025, which took place in Rome, and establishes the legal framework for long-term support of Ukraine’s critically important infrastructure.

Details of Financial Aid from Switzerland
According to the provisions of this agreement, the Swiss government considers the reconstruction of Ukraine as one of its strategic priorities and plans to provide non-repayable financial and technical support totaling 5 billion Swiss francs (equivalent to $6.35 billion) by 2036. These funds will be directed towards the procurement of goods and services from Swiss companies, which will strengthen key sectors of Ukraine’s economy.
In particular, the funding will be used for the modernization of the energy sector, development of transport infrastructure and mobility, support for machine engineering, construction, water supply, as well as for measures to prevent and respond to emergencies.
Transparency and Promotion of Sustainable Development
The agreement provides for the implementation of a transparent project selection mechanism through public procurement in accordance with Swiss legislation. Special emphasis is placed on the contribution of each project to the recovery process, achieving sustainable development goals, promoting a “green” transition, creating new jobs, and professional training for Ukrainian specialists.
