Ukraine Plans to Reprivatize the Odesa Portside Plant This Summer

This summer, Ukraine intends to put the Odesa Portside Plant (OPZ) up for privatization again, after the sale did not occur last autumn. This was announced by the head of the State Property Fund, Dmytro Natalukha, in an interview with an American publication.

Privatization Plans and Investor Interest

As Natalukha noted, four potential investors have already signed non-disclosure agreements (NDAs) to explore the possibility of participating in the upcoming privatization of OPZ. Among them are three companies from Western countries and one from the Middle East.

“To be frank, this is a complex asset. But it also has great potential,” he said.

History of Privatization Attempts and OPZ Prospects

Over the years of independence, Ukraine has attempted to privatize the Odesa Portside Plant at least six times, but all these attempts have ended in failure. The last time the enterprise was put up for sale was in November 2025, with an estimated value of 4.49 billion UAH.

Dmytro Natalukha mentioned that some officials suggested selling OPZ for a symbolic 1 UAH, just to rid themselves of the problematic asset. However, he emphasized that the plant remains extremely promising, especially considering the rising global prices for fertilizers caused by supply disruptions in the Middle East.

Dmytro Natalukha is also convinced that a successful privatization of OPZ would be an important event for Ukraine and a positive signal for foreign investors.
