Ukraine Forms Working Group to Restore Airport Operations

The Ministry of Community and Territorial Development of Ukraine has announced the establishment of a special working group that will focus on preparing for the resumption of airport operations within the country. The relevant order was signed by Deputy Prime Minister Oleksiy Kuleba.

Tasks and Composition of the New Working Group

The main objective of this initiative is to develop comprehensive proposals for the ministry’s leadership to ensure the resumption of civil aviation flights in Ukrainian airspace and to strengthen the protection of critical infrastructure in the aviation sector.

“The working group for preparing the restoration of airport operations in Ukraine has been formed to develop proposals for the Ministry of Community Development’s leadership regarding measures to resume civil aviation flights in Ukraine’s airspace and to protect critical infrastructure in the field of civil aviation,” the statement said.

The head of the working group has been appointed as Deputy Minister Serhiy Derkach. Its members include leaders of the largest Ukrainian airports – Boryspil, Lviv, and Kyiv, as well as representatives from the Armed Forces of Ukraine, the Ministry of Defense (including Deputy Commander of the Air Force Pavlo Yelizarov), specialists from the State Aviation Service, and the enterprise Ukraerorukh.

European Experience and U.S. Support

Earlier, in February 2025, the European Organization for the Safety of Air Navigation (Eurocontrol) together with the Ukrainian state enterprise Ukraerorukh developed a series of scenarios for the phased restoration of air travel. These plans are regularly adjusted according to the current security situation in the regions.

Additionally, in the fall of 2024, the Ministry of Community and Territorial Development, with the support of the U.S. Embassy, prepared a “roadmap” for opening Ukraine’s airspace even under martial law. This was an important step towards the future restoration of air connectivity and ensuring the safety of passengers and industry workers.
