Ukraine extended anti-dumping duties on steel pipes from China for 5 years

The Interdepartmental Commission on International Trade has decided to extend the anti-dumping duties on the import of steel seamless hot-formed pipes from China for another five years. The relevant measures apply to products classified under the codes of UKT ZED 7304 19, 7304 23 00 00, 7304 29, 7304 39, 7304 59.

Conditions for the application of anti-dumping measures

The commission’s decision came into effect from the moment of official publication — May 26, 2026. The review of the necessity to extend the duties was initiated at the request of LLC “Interpipe Niko-Tube” due to the expiration of the previous term of their validity. The study covered the period from 2022 to the first quarter of 2025, and the impact analysis — from the second quarter of 2024 to the first quarter of 2025.

Results of the review and market implications

During the review, the commission established that the introduction of anti-dumping duties partially compensated for the losses incurred by Ukrainian producers due to the dumping import of pipes from China. At the same time, it is noted that the economic situation and the position of exporters from the PRC leave open the possibility of new cases of dumping and harm in the event of the cancellation of measures.

“As a result of the application of anti-dumping measures regarding the import of such pipes from China into Ukraine, there has been a partial reimbursement of the damage caused to the national producer by dumping imports.”

For most Chinese manufacturers and exporters, the final anti-dumping duty rate will remain at 51.52%. A zero rate has been established for certain types of casing pipes, allowing them to be imported without additional financial restrictions.
