Ukraine Develops Strategy for the Return of Citizens from Abroad

The Ministry of Social Policy of Ukraine is working on creating a Strategy for the Return of Citizens currently abroad. This was announced by Minister Denys Uliutin, who specified that the completion of this important document is scheduled for the end of the current year.

Changes in the Policy of Supporting Ukrainian Refugees in Europe

Recently, there has been a trend in European Union countries towards reducing support for Ukrainian refugees. In particular, there are calls in Germany to limit the entry of young Ukrainian men. This is related to the fact that since August 28, male citizens of Ukraine aged 18 to 22 have been allowed to leave the country freely. Ukraine’s Minister of Internal Affairs Ihor Klymenko explained the purpose of this decision:

“The goal is to provide young Ukrainians with broader opportunities for education, internships, and legal employment abroad, so that the experience gained can later be used for the development of Ukraine.”

After the implementation of this regulation, the number of young men applying for temporary protection in Germany increased from about 100 to 1,000 per week.

Forecasts for Return and Sentiments of Ukrainian Citizens Abroad

The International Monetary Fund predicts that after the end of hostilities, a mass return of Ukrainians from abroad is not expected. It is estimated that the population of Ukraine will stabilize at around 34 million people.

Research among Ukrainians in Finland indicates a low percentage of those planning to return to Ukraine after the war ends. Only 6% of respondents expressed an intention to return, while the number wishing to stay in Finland has increased to 66%. In comparison, this figure was 51% in the fall of 2023.
