The head of the financial committee of the Verkhovna Rada, Danilo Hetmantsev, expressed confidence that if Parliament adopts the special regime of Defence City, Ukraine will have the opportunity to fully equip its Armed Forces with the necessary weapons. According to the official, this will pave the way for Ukraine to become one of the largest global arms exporters, allowing the country to break into the top five leaders in this market.

Significant Potential of the Defense Industry
Hetmantsev noted that the introduction of the Defence City regime for defense industry enterprises will ensure substantial growth in the production of weapons and defense-related goods. Experts estimate that the annual production volume could reach between 9 to 30 billion dollars.
Refinement of Legislation and Collaboration with Stakeholders
The Member of Parliament emphasized the effective collaboration between the state and weapon manufacturers during the refinement of the bills related to the Defence City regime. He underscored that all parties have agreed on the importance of this initiative and expressed hope for its support during the second reading in the Verkhovna Rada.
“The bills take into account the agreed positions of the parties as much as possible. Everyone agrees that this is a critically important initiative. I hope for full support of the bills in the second reading. We must provide all opportunities to strengthen Ukraine’s defense. The mechanism will be refined in practice, results will be analyzed, and tools will be improved as needed,” noted Hetmantsev.
According to Hetmantsev, the adoption of the bill will provide Ukraine with opportunities for significant strengthening of its defense capabilities and advancement to a new level in the production and export of weapons.
