Ukraine and Montenegro Update Free Trade Rules to Simplify Exports

Ukraine and Montenegro have signed a protocol to amend the existing free trade agreement between the two countries. The document was signed by Taras Kachka, the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, and Boryanka Simichevich, the Ambassador of Montenegro to Ukraine.

Update on Product Origin Rules

The new protocol provides for the adaptation of the rules for determining the origin of goods in accordance with the updated Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin. This allows for the simplification of regulatory conditions for international trade and reduces the administrative burden on entrepreneurs.

Expanding Opportunities for Export and Business

It is expected that the implementation of this protocol will open new avenues for increasing the export of Ukrainian goods to the Montenegrin market. Additionally, it will promote greater involvement of Ukrainian producers in global value chains.

The free trade agreement between Ukraine and Montenegro has been in effect since January 1, 2013. According to the State Statistics Service, from January to September 2025, the volume of bilateral trade in goods between the countries amounted to 124.1 million USD. Of this amount, the export of Ukrainian goods totaled 30.4 million USD, while imports from Montenegro reached 93.7 million USD.
