From May 14, 2026, Ukrainians can obtain a taxpayer card RNOCPP (individual tax number) in electronic format through the ‘Diia’ application. From now on, a paper document is no longer mandatory for receiving services in banks and government institutions, as the electronic document holds the same legal power.

How the electronic taxpayer card works
Deputy Minister of Digital Transformation Valeria Koval emphasized that the new service simplifies the process and allows citizens to receive the necessary document online. The electronic taxpayer card can be issued in ‘Diia’ and, if necessary, sent to government bodies or other institutions in digital form. The document, which contains a unique QR code, is available for ordering by individuals who are 14 years old or older. Parents can also obtain an RNOCPP for themselves or for a child under 17 in digital format — the ready document automatically appears in the application.
“Starting today, from May 14, we are taking an important step towards digitalization. The taxpayer card – the familiar RNOCPP, TIN, tax number – will be in electronic form. Now, from banks to government institutions, only an electronic document will be sufficient, no paper,” said Koval.
Service for Ukrainians abroad and further digitalization plans
The ability to obtain an electronic tax number has also become available for Ukrainians abroad. Foreign Minister Andriy Sybiga announced the launch of remote issuance of RNOCPP for children through the ‘e-Consul’ system or at foreign diplomatic institutions. One of the parents can obtain a tax number for the child entirely online, without the need for personal presence. This is the first stage of the service implementation, and further expansion of applicant categories is planned.
The Ministry of Digital Transformation emphasizes that over 24 million Ukrainians are already using ‘Diia’, and the implementation of the electronic RNOCPP is part of a large-scale digitalization program. Further transition of social assistance for families to online format is planned, making government services even more accessible and convenient.
In addition, Ukraine and Switzerland are starting a new phase of strategic partnership in the fields of innovation, artificial intelligence, and digital economy, which will last for the next 10–12 years.
