The Cabinet of Ministers of Ukraine has registered a draft of a new Customs Code in the Verkhovna Rada, aimed at aligning Ukrainian customs legislation with the standards of the European Union.

Key Provisions of the Draft Law
According to the permanent representative of the government in the Verkhovna Rada, Taras Melnychuk, the document has received registration number 15295. The draft law has been developed to meet the requirements for Ukraine as a candidate country for EU membership, particularly regarding the further approximation of national legislation to European norms in the customs sphere.
“The Cabinet of Ministers of Ukraine, as a subject of legislative initiative, has registered the draft Customs Code of Ukraine in the Verkhovna Rada of Ukraine (registration no. 15295),” Melnychuk reported.
The structure of the new code is divided into several sections, each corresponding to specific EU regulations:
- Sections I–IX are aligned with the structure of the Regulation of the European Parliament and Council (EU) No. 952/2013, which defines the Union Customs Code.
- Sections X–XI contain provisions that correspond to Council Regulation (EU) No. 1186/2009 regarding exemptions from customs duties and the Regulation of the European Parliament and Council (EU) No. 608/2013 on the protection of intellectual property rights by customs authorities.
- Sections XII–XV regulate national specifics, such as the transportation of goods by individuals, customs statistics, liability for violations of customs rules, and the organization of customs authorities’ work.
- Sections XVI–XVII contain transitional and final provisions necessary to ensure the functioning of the customs system until Ukraine’s membership in the EU and under martial law conditions.
Ukraine’s Progress in Customs Harmonization
By early 2026, Ukraine had already fulfilled 96% of its customs obligations under the Association Agreement with the EU. The adoption of the new Customs Code will be an important step towards full integration into the European customs system and will contribute to the development of the country’s foreign economic relations.
