The explosion of the Kakhovka Reservoir, carried out by Russian troops, has resulted in a large-scale disaster for the southern regions of Ukraine. Ukraine’s Minister of Economy Oleksii Sobolev stated that this crime has led to the destruction of key elements of water, agricultural, and energy infrastructure, negatively impacting the lives of millions of residents.

Losses and Economic Damages for Southern Ukraine
According to the minister, the direct economic losses from the destruction of the Kakhovka Hydroelectric Power Plant are estimated at $2.79 billion, while the total amount of damages exceeds $11 billion. As a result of the explosion of the hydroelectric station, a significant portion of populated areas has been left without access to drinking water, and agricultural production is under threat.
State Strategy for Water Supply Restoration
The government has already begun implementing emergency measures to mitigate the negative consequences. A decision has been made to construct new water pipelines in the Dnipropetrovsk and Mykolaiv regions. These projects aim to ensure stable water supply for the population and support the agricultural sector.
In addition, a new water use model is being considered, which will take into account modern climate changes and the current needs of the southern regions of Ukraine. According to the government’s position, the reconstruction of the Kakhovka Hydroelectric Power Plant will only be possible after the complete de-occupation of the left bank of the Dnipro River and the establishment of a stable security regime.
“The explosion of the Kakhovka Reservoir by the Russians was not just an act of destruction of a hydraulic structure, but led to the ruin of a system-forming element of the entire water, agricultural, and energy infrastructure of the southern region of Ukraine.”
Thus, the state is preparing a comprehensive plan not only for restoring infrastructure but also for adapting the water management system to the new challenges posed to Ukraine as a result of Russian aggression.
