The Cabinet of Ministers of Ukraine has made a decision that simplifies the process of transferring state property for lease to defense industry enterprises without conducting an auction during the period of martial law. Thanks to this initiative, weapons and ammunition manufacturers will have the opportunity to quickly launch new production capacities to meet the needs of the Armed Forces of Ukraine.

Priority for Critically Important Defense Enterprises
The mechanism for leasing without an auction will be available to enterprises recognized as critically important for the defense industry. The Ministry of Defense is forming a register of companies that are contractors for state contracts in the field of missile weapon production, explosives, and advanced weapon samples. This allows for more effective scaling of production capabilities and enhancing the country’s defense capacity.
“Ukrainian manufacturers are capable of significantly increasing production, and thus enhancing our military’s advantage on the battlefield. The government is doing everything possible to ensure that Ukraine is strong and armed.”
Funding for the Defense Sector from the Reserve Fund
In addition to simplifying the procedures for leasing state property, the government has also allocated 10.8 billion hryvnias from the reserve fund for the procurement and production of weapons. This will further strengthen the capabilities of Ukraine’s defense industry and provide the Armed Forces with the necessary equipment and resources to protect the state.
