The Cabinet of Ministers Simplified the Transit of Containers Through Ports and Neighboring Countries

The Cabinet of Ministers of Ukraine has adopted a new resolution that simplifies the procedures for moving containers through sea and river ports, as well as neighboring countries. According to the document, internal transit through neighboring countries is now possible without the mandatory provision of guarantees for customs payments.

Main Changes in Customs Procedures

Government Resolution No. 1767, adopted on December 24, 2025, provides for amendments to previously existing regulations regarding the procedure for moving goods. In particular, the innovations are aimed at preventing the accumulation of a large number of vehicles in customs control zones at ports during cargo clearance.

One of the key goals of the new policy is to enhance the security of port infrastructure, which remains vulnerable to aerial attacks from the Russian Federation. The resolution also facilitates the creation of alternative logistics routes for importing goods into Ukraine, including critically important ones, especially in the context of the destruction of part of the transport infrastructure. From now on, goods can be moved through the territory of other states, such as the Republic of Moldova, without guaranteeing customs payments in the case of transit clearance.

New Opportunities for Business and Logistics

Thanks to the changes in legislation, goods transported in containers can be cleared under the transit customs regime (including internal transit) even before vehicles enter the port, provided that the risk management system has not identified the need for additional control. This significantly reduces clearance time and minimizes delays during export and import.

“On December 24, 2025, the government adopted Resolution No. 1767 ‘On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine dated May 21, 2012, No. 451 and September 27, 2022, No. 1091,'” the statement reads.

In summary, these innovations enhance the efficiency of moving container cargo through Ukraine and neighboring countries, opening additional opportunities for business and strengthening logistics chains in a state of martial law.
