The Cabinet of Ministers has made a decision to create a special headquarters responsible for preparing housing and utilities facilities and the fuel and energy complex for the autumn-winter period of 2026/27. The relevant resolution was adopted on May 6, 2026 (No. 581).

Composition and tasks of the new headquarters
The newly established headquarters will be headed by the Deputy Prime Minister for Reconstruction and the Minister for Community and Territorial Development. The first deputy ministers of the Ministry for Community and Territorial Development and the Ministry of Energy have been appointed as his deputies. The regulations on the operation of the headquarters and its personnel composition have been approved by the government.
Main areas of work and funding
As part of the preparations for the winter period, the regions of Ukraine are accelerating the implementation of plans to enhance infrastructure resilience. The government has already allocated UAH 22.8 billion for priority measures to protect critical facilities, which will ensure the reliable functioning of life support systems in the face of potential threats.
The document also approves the regulations on the headquarters and its composition. The Deputy Prime Minister for Reconstruction — Minister for Community and Territorial Development has been designated as the head of the headquarters, with the first deputy ministers of the Ministry for Community and Territorial Development and the Ministry of Energy as deputies.
