The Cabinet is conducting a large-scale reorganization of the State Environmental Inspection

The Cabinet of Ministers of Ukraine has approved a large-scale reform of the territorial units of the State Environmental Inspection. According to the new decisions, the structure of the agency is changing: instead of seven districts and eleven regional inspections, ten interregional bodies are being created, which will reduce the number of units and optimize the number of employees.

New system of environmental oversight

The reformed inspection will consist of new territorial districts formed through consolidation and redistribution of functions:

  • Western District,
  • Northern District,
  • Northwestern District,
  • Podolian District,
  • Eastern District.

This optimization is aimed at updating Ukraine’s environmental oversight system by 2029. It is expected that the changes will reduce the level of bureaucracy, save state funds, and ensure more effective management of human and financial resources.

Expected benefits of the reform

The government emphasizes that the implementation of the new structure will enable:

  • operational control and rapid response to environmental violations,
  • reduction of administrative burden,
  • more efficient use of available resources,
  • adaptation of the inspection’s activities to the challenges of wartime.

At the same time, the main goal of the reorganization is not only to reduce staff but also to improve the quality of environmental control and create a more centralized, managed system for monitoring the state of the environment.

“The decision implements the state’s course towards updating the environmental oversight system by 2029 and corresponds to the policy of reducing bureaucracy and optimizing state expenditures.”

Additionally, according to the reporting period, Ukrainian enterprises paid over 1.5 billion UAH in environmental tax, which is 6.8% more than last year. This indicates an increase in production activity and environmental impact on the environment.
