SBU Announces Charges Against Russian General for Missile Strike on Okhmatdyt Hospital in Kyiv

The Security Service of Ukraine has documented new war crimes committed by Major General Serhiy Kuvaldін, who holds the position of commander of the long-range aviation of the Russian Air Force. As investigators established, on July 8, 2024, Kuvaldін ordered a missile strike on the National Children’s Specialized Hospital “Okhmatdyt” in the capital of Ukraine.

Details of the Attack on Okhmatdyt

A strategic air-to-ground X-101 cruise missile was used for the attack on the hospital, launched from a Tu-95MS bomber. As a result of the shelling, two civilians were killed, and over fifty people, including children, sustained injuries of varying severity. Significant damage was inflicted on the buildings and facilities of the hospital, which were equipped with high-tech equipment.

At the time of the attack, Serhiy Kuvaldін was the first deputy commander and chief of staff of the long-range aviation of the Russian Air Force. After the strike on Okhmatdyt, he was promoted and appointed commander of this type of aviation.

Investigation and Other Crimes

SBU investigators have notified Kuvaldін in absentia of charges related to war crimes that resulted in loss of life. In November 2025, he was also charged in connection with commanding a missile attack on a UNESCO World Heritage site in Lviv, which occurred on the night of September 3-4, 2024.

Additionally, in September 2025, the Main Intelligence Directorate of the Ministry of Defense of Ukraine included Kuvaldін in a list of 13 command personnel of the long-range aviation of the Russian Aerospace Forces, who, according to GUR information, are involved in organizing and planning missile strikes on Ukraine’s civilian infrastructure.

The missile strike on Okhmatdyt led to the complete destruction of the hospital’s toxicology department and significant damage to several wards. At the time of the attack, hundreds of patients were in the medical facility, many of whom were connected to life-supporting equipment, and surgical interventions were ongoing in the operating rooms. The victims of the shelling included a nephrologist and a relative of one of the patients, with over 50 people injured, including children.
