The Ministry of Health plans to change the payment system for medical workers starting January 1, 2026. This was announced by Health Minister Viktor Lyashko during a televised broadcast.

“We will recalculate the capitation rate so that starting January 1, 2026, with 1800 declarations with a family doctor, the minimum base salary will be 35,000 hryvnias. Furthermore, we understand that there is a possibility to allocate additional funds. We are only allowing this program, conditionally giving a month for ramp-up, communication, and explanation. In September-October, we will see how popular our program is,” Lyashko noted.
Staff Shortage and Support for Medical Workers in Regions
According to Viktor Lyashko, there is a shortage of medical personnel in the country. To attract specialists, especially to rural areas and frontline regions, the state is offering additional incentives. Medical workers who agree to work in such conditions will have the opportunity to receive so-called “relocation funds” for settling in, as well as the possibility of being provided with official housing.
For the first time in 2025, the state budget allocates 100 million hryvnias for these measures. According to the new procedure, an employee who meets the established criteria must contact the head of the medical institution, after which the information is forwarded through the regional administration to the Ministry of Health. The Ministry, in turn, will transfer funds for housing acquisition based on cost calculations determined by a special methodology.
Increased Pay for Certain Categories of Medical Workers
Additionally, for medical workers who go to combat zones, increased payment coefficients have been introduced. The pay for emergency medical teams will also significantly increase — by six times.
