Systematic Russian Shelling and Signs of Genocide
The Russian army continues to deliberately attack Ukrainian cities and critical infrastructure, using strike drones, missiles, guided aerial bombs, and multiple launch rocket systems. Such actions, according to assessments by Ukrainian authorities and international organizations, exhibit signs of war crimes and are intentional in nature.
The shelling of essential facilities, medical institutions, and energy and water infrastructure is aimed at depriving the civilian population of the necessary conditions for life, which experts interpret as genocidal actions. In particular, human rights defenders emphasize that the Russian Federation is committing all types of crimes that fall under the definition of genocide during the full-scale war.
Signs of genocide, according to the UN Convention on the Prevention and Punishment of the Crime of Genocide, include killings and serious bodily harm to members of a national group, the creation of living conditions aimed at the total or partial destruction of that group, as well as the forcible transfer of children and incitement to such acts. To date, 149 countries that are parties to the Convention are obligated to prevent genocide and punish it in both peacetime and wartime.
The leadership of the Russian Federation continues to deny the facts of targeted strikes on Ukraine’s civilian infrastructure, despite numerous testimonies about the destruction of hospitals, schools, energy facilities, and numerous casualties among the civilian population.
