In May 2025, Ukrainians filed complaints about the inadequate quality of mobile communication and internet over 400 times. The highest number of complaints came from Kyiv, with a significant portion also recorded in Lviv, Dnipropetrovsk, and Kharkiv regions.

Quality of Communication and Number of Complaints in Regions
In total, last month, the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum, and Postal Services (NCC) registered 433 complaints from citizens. This averages nearly 14 complaints per day. Ukrainians most frequently complained about mobile voice communication and text messages — 242 complaints (55.9% of the total). Issues with fixed voice communication accounted for 44 complaints (10.2%), while complaints about the quality of fixed internet totaled 45 (10.4%). Another 20 complaints (4.6%) were related to mobile internet, and 29 (6.7%) concerned postal services.
Among the regions, the leaders are:
- Kyiv — 84 complaints;
- Lviv region — 39 complaints;
- Dnipropetrovsk region — 38 complaints;
- Kharkiv region — 34 complaints.
Regulator’s Response and Advice for Consumers
The NCC emphasized that all complaints are processed and addressed in a timely manner in accordance with current legislation. Among them, 52 issues were resolved positively, while another 120 were accompanied by clarifications and additional information.
“The regulator assures that it systematically processes Ukrainians’ complaints daily to ensure proper quality of communication and fair treatment by operators.”
