As of the end of 2025, there are no plans to increase the cost of utility services in Ukraine. However, starting in 2026, rates for housing and communal services may be reviewed. This is related to the challenging situation in the energy sector and the need to reduce the budget deficit.

In the April inflation report prepared by the National Bank of Ukraine (NBU), it is noted that the timing and parameters for the review of rates remain uncertain for now. At the same time, the authors of the report emphasize the risks to the inflation forecast, stating:
“It is expected that the current rates for gas, heating, and hot water supply will not be revised this year. However, the difficult state of the energy sector and fiscal consolidation will likely lead to a gradual adjustment of these rates in the coming years. In particular, it is assumed that the gradual alignment of these rates to economically justified levels will begin in 2026”
.
Additionally, the NBU notes that delaying the review of rates may lead to a decrease in inflation, but it will also worsen the financial situation of state energy companies. This, in turn, will increase the risks of instability in the energy market and deteriorate the investment potential of the sector.
Experts believe that a rapid and significant increase in energy prices could eliminate imbalances in the energy sector, but it would also increase inflationary pressure during that period, necessitating an increase in subsidies for the population.
Changes in Utility Rates: Statistical Data
According to data from the State Statistics Service, as of March 2025, utility rates in Ukraine have generally increased by 20.2% over the year. The cost of electricity has risen the most — by 63.6%. At the same time, other services have also become more expensive:
- management of apartment buildings — by 19.1%;
- waste collection — by 10.7%;
- maintenance and repair of housing — by 3.2%;
- water supply — by 0.7%;
- sewerage — by 0.6%.
The cost of natural gas, hot water, and heating has remained at the previous level.
