As of the first quarter of 2025, the number of active payment cards in Ukraine continues to grow. From January to March, their total number increased by 4.1% (by 5.42 million), reaching 137.4 million cards. However, the growth of active cards — those used for transactions at least once a month — was more modest, at only 1.2% (by 0.71 million), reaching 59.4 million units.

Market Leaders by Number of Payment Cards
The undisputed market leader remains the state-owned PrivatBank. Since the beginning of the year, the bank has increased the number of active cards by 2.6% (by 1.49 million) to 58.17 million. The number of active cards at the bank has grown by 1.4% (by 0.44 million), now totaling 31.97 million.
Universal Bank (mono), which ranked second last year and gradually narrowed the gap with PrivatBank, recorded a decrease in the number of active cards for the first time in the first quarter of 2025, down by 0.6% (by 0.06 million) to 9.72 million. At the same time, the total number of cards issued by the bank increased by 4.1% (by 0.94 million) to 24.18 million.
Savings Bank, which is among the top three leaders, increased the number of payment cards by 8.4% (by 1.49 million) to 19.22 million in the first quarter of 2025, and also demonstrated the second-best result in the growth of active cards: +2.9% (by 0.23 million) to 8 million.
Trends in the Top 10 Banks by Number of Payment Cards
Third place in card portfolio growth was taken by A-Bank, which increased the number of cards by 9.3% (by 0.81 million) to 9.52 million. The number of active cards at the bank grew by 2.8% (by 0.05 million) to 1.84 million. In this regard, A-Bank lags behind Raiffeisen Bank, which rounds out the top five leaders in active card growth with an increase of 0.7% (by 0.02 million) to 2.38 million. The total number of cards at Raiffeisen Bank increased by 5.5% (by 0.34 million) to 6.49 million.
Fourth place for the increase in the number of active cards from January to March was taken by Alliance Bank: +0.03 million (45.7%) to 0.11 million. The total number of cards at the bank increased by 0.18 million to 0.32 million.
“It is also worth noting PUMB, which ranked sixth in the growth of active cards since the beginning of the year with +4.2% or 0.25 million to 6.4 million, while the growth of active cards was only 0.2% – to 1.3 million units.”
Sense Bank also entered the top ten leaders by the number of active cards, although its card portfolio decreased by 12.5% (by 0.31 million) to 2.2 million, and the number of active cards decreased by 0.1% to 0.58 million.
The seventh to tenth places for the number of active cards are held by UkrSibbank (0.89 million), UkrGasBank (0.50 million), and OTP Bank (0.40 million).
