EU Prepares New Sanctions Against Russian Banks and Energy Companies

The European Union is actively developing the 19th sanctions package aimed at the financial and energy sectors of the Russian Federation. The new restrictions may affect banks, energy companies, payment systems, cryptocurrency exchanges, and ports. EU representatives plan to hold consultations with the United States soon to coordinate actions and enhance the effectiveness of future measures.

Joint Actions of the EU and the USA

A delegation of high-ranking EU officials will visit Washington this week to discuss a joint strategy for pressuring Russia. U.S. Treasury Secretary Scott Bessent emphasized that Washington is ready to intensify sanctions, expecting coordinated steps from European partners. Among the likely new restrictions are measures against the “shadow” fleet of Russian tankers, as well as against the companies “Rosneft” and “Lukoil.”

Strengthening Restrictions and New Bans

The EU is considering the possibility of introducing additional sanctions against vessels of the so-called “shadow” fleet and traders operating through third countries. It is proposed to abolish existing exemptions for large Russian oil companies and to impose new export bans on industrial products, chemicals for the military-industrial complex, as well as trade restrictions for foreign suppliers, including those based in China and Kazakhstan. The official submission of this sanctions package is expected soon.

The “shadow” fleet of Russian oil tankers continues to grow despite the introduction of new sanctions. Although the growth rate has slowed this year, new vessels are replacing those that are subject to sanctions.
