Support for the Agricultural Sector from the State in 2026
The state budget of Ukraine for 2026 includes a significant increase in funding for the agricultural sector. Expenditures for the agricultural sector will rise by 4.5 billion hryvnias compared to the current year, reaching 14.1 billion hryvnias. Additional funds will be directed towards the implementation of various programs: demining agricultural land, risk insurance, development of irrigation systems, provision of grants and subsidies, ensuring access to affordable loans, as well as supporting farmers working in frontline areas.
Distribution of State Aid and Access Issues
At the same time, according to the information from the Accounting Chamber, there is a problem with the distribution of state support to agricultural producers. Due to inconsistencies in budget programs, a significant portion of aid goes to large agroholdings. In particular, last year, 49 recipients belonging to 31 corporate groups received 16% of all funds from the program. In 2024 and the first half of 2025, over 5.2 billion hryvnias in aid was allocated to farmers, but only about 33% of agricultural producers from their potential number were able to apply for it.
