Who is eligible for ‘Winter Support-2026’

Prime Minister Yulia Svyrydenko announced that over 323,000 Ukrainians have already benefited from the program. Applications for payments can be submitted until December 17, using the ‘Diia’ app or by visiting a Pension Fund office in person.

The program is aimed at assisting the following categories of the population:

  • children under guardianship or care;
  • children with disabilities raised in family-type children’s homes and foster families;
  • children of internally displaced persons receiving state housing allowances;
  • children from low-income families;
  • people with first-group disabilities among internally displaced persons;
  • single pensioners receiving a care allowance.

Procedure for receiving and using assistance

Since November 21, applications for the 6500 hryvnias payment have been accepted for Ukrainians who find themselves in difficult situations due to the war or other challenging life circumstances. Assistance can be requested in two ways — online through the ‘Diia’ app or in person at Pension Fund offices.

“Svyrydenko reminded that the funds can be spent on medicines, clothing, and footwear within 6 months after the funds are received”.

The payment can be used to purchase essential goods, including medicines, clothing, or footwear. The funds are valid for six months from the date they are credited to the account.
