Online Reporting Opened for Recipients of Funding under the LightDIM Program

Starting from May 4, 2026, homeowners’ associations, housing cooperatives, and managers of apartment buildings that have utilized funding under the state program “LightDIM” can submit official reports on the use of received funds in digital format through the “Diia” portal.

How to Prepare an Online Report for the LightDIM Program

After the actual use of funds, the applicant gains access to the reporting function in their personal account on the “Diia” portal. The report is submitted by the authorized person or manager who filed the application for participation in the program. The system automatically pulls all necessary basic data: the name of the recipient, the address of the object, and the details of the decision to provide assistance. The applicant is required to fill out the specification of the equipment purchased, indicating:

  • the name and quantity of the equipment;
  • serial numbers (if available);
  • the cost of each unit and the total amount of expenses including VAT.

Documents Required to Attach to the Report

The main goal of the report is to confirm to the state that the equipment has been purchased, installed, and is already operational. To do this, it is necessary to upload the following documents to the system:

  1. proof of purchase (contracts, delivery notes, acceptance acts);
  2. official decision of the co-owners of the building to approve the report;
  3. photographs of the installed and functioning equipment.

After entering all the information and uploading the files, the report must be signed with a qualified electronic signature (QES) and receives the status “Submitted.” This is the final step in participating in the “LightDIM” program.

Important Deadlines for Program Participants

Funds received under the program must be used within 45 days from the moment they are transferred. The report must be submitted to the electronic system no later than 30 working days after the installation of the equipment, but in any case, no later than December 20, 2026.

We remind you that since mid-April 2026, the “LightDIM” program allows for funding to implement energy-independent projects in apartment buildings in the Kharkiv region.
