NERC issued 335 new licenses in the energy sector in 2025

The National Commission for State Regulation in the Spheres of Energy and Public Utilities (NERC) issued 335 new licenses for activities in the energy markets of Ukraine in 2025.

Licensing Dynamics in Energy Markets

According to the regulator, the largest number of new licenses was granted in the electricity sector — 259 licenses, accounting for 77.3% of the total. The oil and gas sector received 58 licenses (17.3%), the heating supply sector was issued 17 licenses (5.1%), and the centralized water supply and wastewater segment received 1 license (0.3%).

As of January 1, 2026, there are 2868 licenses in the electricity sector, 1166 in the oil and gas sector, 92 in the heating supply sector, and 50 licenses in the centralized water supply and wastewater sector in Ukraine.

Increase in the Number of Licensees and New Trends in the Energy Market

Compared to 2024, the total number of licensees increased by 8% in 2025. The number of licenses issued for trading increased by 32%, for electricity suppliers by 8%, and for electricity producers by 4%.

“In 2025, NERC continued to implement decisions aimed at developing a competitive environment in the energy markets and simplifying the conditions for conducting licensed activities. Throughout the year, 335 new licenses were issued in the energy and public utilities sectors.”

The number of licensees in the energy storage sector increased from 2 in 2024 to 26 in 2025, while the number of market participants in aggregation grew 3.5 times — from 2 to 7 licensees. In the natural gas sector, the number of licensees increased by 3%, mainly due to new suppliers. At the same time, the number of licensees in thermal energy production rose by 19% — from 77 to 92, which is associated with the active implementation of cogeneration units and modular boiler houses, as well as the development of distributed generation.

Additionally, in 2025, NERC issued 14.9 million guarantees of origin for energy from renewable sources.
