Nearly 600 New Residential Complexes Launched in Ukraine, but Sales Remain Low

Over the course of more than three years of full-scale war in Ukraine, the construction of 594 new residential complexes has begun, according to data from LUN. The most active construction is taking place in the Lviv region, where 166 residential projects have started — this is twice as many as in the Kyiv region, which ranks second with 84 new projects. In the Ivano-Frankivsk region, sales have begun in 66 residential complexes, in Transcarpathia — in 65, and in Ternopil region — in 49 new complexes.

Dynamics of the Construction Market and Housing Supply Volumes

The pace of housing commissioning continues to rise and is nearly reaching pre-war levels. According to experts, it was noted at the Ukrainian Construction Forum that in 2024 this indicator was 32% higher than in 2023, although it still lags behind the results of 2021 by 15%. Meanwhile, in 2025, activity in the construction market is not declining.

Residential Real Estate Sales: Trends and Regional Leaders

In the first quarter of 2025, the Kyiv region became the leader in terms of the number of square meters commissioned, accounting for 32% (720,000 m²) of all commissioned areas. The Lviv region is in second place with an indicator of 11% (260,000 m²). At the same time, the level of annual sales still does not exceed 20% of the pre-war volumes of 2021. However, in the first quarter of 2025, an increase in sales was observed compared to previous years of full-scale war.
