In 2025, Ukrainians significantly increased their property tax payments: nearly 1.1 million citizens transferred over ₴12.7 billion to local budgets. This is ₴2.1 billion more than in 2024, representing a growth of 19.3%.

Regional Leaders in Property Tax Payments
The highest revenues came from regions with developed infrastructure and an active real estate market. Kyiv attracted ₴2.5 billion, Kyiv region – ₴1.3 billion, Lviv region – ₴1.3 billion, and Dnipropetrovsk region – ₴1.2 billion.
Preferential Mortgages under the “eOselya” Program
In 2025, within the framework of the state affordable housing program “eOselya,” Ukrainians signed 7,768 mortgage agreements, for which ₴14.8 billion was allocated from the state budget. Since October 2022, the program has already covered 22,600 loans totaling ₴38.89 billion. In 2025, 57.8% of borrowers chose housing on the secondary market, while new constructions accounted for 31.8% of the agreements.
More than half of all mortgages – 11,300 contracts totaling ₴21.6 billion – were concluded in Kyiv and the Kyiv region. In frontline regions, 2,855 preferential mortgages totaling ₴3.98 billion were issued, which constitutes only 10-12% of the total number of loans under the program.
“Since the beginning of 2026, 115 Ukrainians have already benefited from the ‘eOselya’ program, receiving preferential mortgages totaling ₴216.5 million. The most loans were issued in Kyiv region – 37, in the city of Kyiv – 9, and in Lviv region – 8.”
