The Ministry of Economy of Ukraine has announced the start of accepting applications from initiators and managing companies of industrial parks for state support. The state incentives relate to the development of industrial infrastructure and reimbursement of costs for connection to the power grid.

Applications can be submitted until August 15, 2026, through one of four authorized financial institutions: JSC “Oschadbank”, JSC “Ukreximbank”, JSC “Ukrgasbank”, and JSC “Sens Bank”.
“Receiving state preferences imposes certain obligations on the applicant, including the commissioning of at least 5,000 square meters of production space and attracting a minimum of two enterprises from the processing industry.”
Support for Industrial Recovery and Assistance for Affected Regions
The government has amended Resolution No. 644, which provides specific conditions for incentives for industrial parks whose engineering and transport infrastructure has been damaged due to hostilities. In the event of infrastructure destruction, the state will compensate up to 80% of the reconstruction costs, but no more than 200 million UAH per park.
Flexibility in Financing and New Control Mechanisms
Among the innovations is the possibility of reallocating funding between different facilities within one park or directing funds to new projects with the agreement of the Ministry of Economy. Control over the targeted use of resources has also been strengthened to ensure the effectiveness of state support.
How to Apply: Key Steps
The algorithm for obtaining state support consists of four sequential steps:
- Submission of a package of documents to one of the partner banks, including project and budget documentation and an expert opinion, and for recovery facilities — an extract from the State Register and a damage report.
- Verification by the bank within 10 working days of the applicant’s business reputation, absence of debts, and connections with the Russian Federation or Belarus, after which the bank informs the Ministry of Economy.
- Review of documents by the Ministry of Economy, Environment, and Agriculture of Ukraine with a decision on funding within 15 calendar days.
- The final stage — opening an escrow account or a non-budget account in the Treasury, signing the contract, and transferring non-repayable funds. Compensation for connection to the power grid is paid to the current account after the completion and payment of works.
