The Ministry of Digital Transformation of Ukraine has announced the implementation of new electronic services for citizens that will significantly simplify the process of obtaining construction documents. Soon, users will be able to submit notifications about the start of construction work and register a declaration of readiness for the object according to the construction passport directly in the Diia app. This function will be available in just a few clicks, making the process quick and convenient.

New Opportunities for Property Owners
Previously, the relevant documents could only be submitted on the Diia portal or through administrative service centers (ASC). Now, these operations will be available from the mobile application, which is especially relevant for owners of private houses with an area of up to 500 m2 and a maximum height of two floors, as well as outbuildings on the land plot — such as garages, sheds, or summer kitchens.
Thanks to integration with the Unified State Electronic System in the field of construction, users will receive automatic uploading of the necessary data into the form. The system will independently verify the documents, identify errors, and suggest ways to correct them. After submitting the notification and declaration, the documents will either be automatically registered or sent for review to the State Architectural and Construction Control.
Digitalization Against Corruption and New Services for Ukrainians
In addition to simplifying the main procedures, the Ministry of Digital Transformation announced the launch of push notifications in Diia regarding the results of the review of construction services that Ukrainians apply for at ASCs. Users will receive notifications after submitting documents to the Unified State Electronic System in the Field of Construction, as well as following the results of their review.
“The construction sector is one of the most vulnerable to corruption. This often occurs at the stage of obtaining a construction passport, permit, or urban planning conditions. Digitalization eliminates unnecessary contacts, simplifies the process, and leaves no room for abuse,” wrote Olena Shuliak, head of the Verkhovna Rada Committee on State Governance, Local Self-Government, Regional Development, and Urban Planning, and leader of the Servant of the People party, about the new services.
The construction industry in Ukraine has long remained one of the most corrupt, with the state losing about 7 billion hryvnias annually due to shadow schemes. The implementation of digital services aims to minimize the human factor and enhance the transparency of processes.
It is worth noting that over the past three years, the cost of residential construction has increased by an average of 90–115% depending on the class of housing. According to analytics from the State Statistics Service, in the first quarter of 2025, prices for construction and installation works rose by 6.7% compared to the same period in 2024. The main reasons for the price increase remain not only the cost of materials but also the acute shortage of qualified personnel and disruptions in the supply of key resources.
Additionally, the behavior of real estate buyers has changed: the average decision-making period for purchasing an apartment has increased to 67 days, which is nearly three times longer than in 2021.
