A Law on Education for Military Personnel Aged 18–25 Has Come into Effect in Ukraine

On September 22, 2025, Law No. 4562-IX officially came into effect in Ukraine, regulating the issue of education for military personnel aged 18 to 25 who are serving under contract or have been mobilized during a special period.

New Educational Opportunities for Young Military Personnel

From now on, military personnel in this age category have the right to study at educational institutions without interrupting their military service. The law also provides additional guarantees for those who have already started their studies at higher education institutions or vocational pre-higher education establishments.

Who the Law Applies To

This law applies to military personnel aged 18–25 who are serving under contract, as well as mobilized soldiers. Conditions have been created to allow them to combine the performance of their official duties with obtaining an education. However, the law does not apply to conscripts and cadets of military educational institutions.

The adoption of this regulatory act has become an important step in ensuring the educational rights of young defenders of Ukraine, allowing them to develop professionally while serving in the military.
