The correction of the cryptocurrency declaration by a Ukrainian official significantly changed the ranking of the largest Ethereum holders among the country’s officials.

Details of the Declaration Correction

Roman Danilyshin, an employee of the Svyatoshyn District Territorial Center for Recruitment and Social Support in Kyiv, who previously topped the list of the largest Ethereum holders among civil servants, recently submitted a corrected declaration. In the new document, he replaced 4716 ETH with an equivalent amount of USDT, resulting in his removal from the ranking of the largest ETH holders.

Previously, in the declaration submitted on March 20, 2026, the section on intangible assets indicated 4716.24 ETH held on the Exmo exchange.

At the same time, the declarant valued his assets at 195,016 hryvnias. However, according to the market rate of Ethereum on March 20, 2026, this amount of cryptocurrency would have corresponded to approximately $10.13 million. As of early April, the ETH rate had slightly decreased, and the value of such an amount of the asset would be $9.66 million.

Interestingly, based on the dollar exchange rate on the date of the declaration submission (43.6 UAH/dollar), the amount indicated by Danilyshin corresponded to only about 2 ETH, not 4716 ETH. This raised suspicions regarding the accuracy of the declared data.

Changes in the Composition of the Largest Ethereum Holders

Following the publication of the analysis results of the declarations, other participants in the ranking moved up in positions. On April 1, 2026, Danilyshin submitted a corrected declaration in which he changed the asset ticker from ETH to USDT, leaving the amount, acquisition date, estimated value, address, and mention of the Exmo exchange unchanged. At the same time, the documents indicated a cryptocurrency wallet address, which, upon checking in the blockchain explorer, is empty.

With the changes made, the total volume of Ethereum declared by Ukrainian officials decreased to 2435 ETH, equivalent to $4.99 million at the current rate.

The leader of the updated ranking is currently Oleksandr Kyzlyar, a deputy of the Khmelnytskyi District Council, who also heads the list of the largest Bitcoin holders among civil servants. Notably, Kyzlyar was already the leader of both rankings in 2024.
