The basic social assistance, currently implemented as an experimental project, allows Ukrainian families to receive financial support from the state. Not all citizens are familiar with the details of this program, so a new explanation has been provided regarding who can benefit from the assistance, how the amount is calculated, and why the payment starts at 4500 hryvnias but can be significantly higher depending on circumstances.

Who Can Access Basic Social Assistance in 2026
As noted by the Pension Fund of Ukraine, basic social assistance is allocated to the entire family, and the payment amount is determined individually based on the number of family members and their incomes. It is important to understand that this assistance combines various types of social payments that were previously calculated separately.
In 2026, the right to receive such financial support is granted to low-income families, single mothers, large families, as well as children whose parents do not pay alimony or are in an unknown location. Applications can be submitted either through the Diia mobile app or directly at the service center of the Pension Fund of Ukraine.
To apply for assistance, you need to have:
- a request for payment,
- a passport or another document that proves identity,
- an identification code,
- a declaration of the family’s financial status.
The application process may differ slightly when submitted online.
Application Procedure through Diia and Calculation Order
To submit an application for payment in the Diia app, you need to:
- update the app on your phone,
- select “Basic Social Assistance” in the “State Assistance” section,
- wait for the automatic calculation of the potential amount,
- receive a notification about the result in the app,
- if you agree – confirm the application, specifying the “Diia Card” for fund transfer,
- all family members must sign the application with an electronic signature.
“Basic assistance is allocated to the entire family. Accordingly, the payment amount is calculated individually and depends on the number of family members and their income levels.”
The payment amount is determined by two main criteria: family composition and the total average monthly income of the family. The basic amount of 4500 hryvnias is allocated to the applicant, each child under 18 years old, and persons with disabilities. Other family members receive 70% of this amount. The final sum depends on the income levels: the lower the income, the higher the assistance.
For example, in a family of three – a father, a mother, and a child under 2 years old – the mother and child can receive 4500 UAH each, while the father receives 3150 UAH (70% of the base). Together, this totals 12150 UAH. If the family’s total income for the month is 21060 UAH, then the average income per person is 7020 UAH. This average income is subtracted from the basic amount, resulting in assistance of 5130 UAH for such a family. In some cases, the payment can even exceed 12800 UAH per month.
The payment begins to arrive within 10 days after the amount is agreed upon and the application is processed through Diia. The assistance is granted for 6 months with the right to extend it further.
