The eOselya affordable mortgage program has gained popularity among Ukrainians, with over 17,000 individuals taking advantage of it, receiving subsidized loans totaling 28 billion hryvnias. This initiative not only provides housing for families in need but also contributes to the development of the construction market.

Yulia Svyrydenko, the First Deputy Prime Minister of Ukraine and Minister of Economy, noted that since the program’s launch in October 2022, 17,016 loans have been issued, enabling housing for 11,000 children.
“After the program was updated in November last year, more people are purchasing homes specifically in new buildings. Last year, this was 33%, while this year it is nearly 60%. This is a good incentive for the construction market, which is actively recovering”
, she emphasized.
As of 2025, Ukrainians have already secured 2,176 subsidized housing loans, including not only apartments but also 174 private houses and townhouses. Among these are: 1,274 first-sale properties (including 411 that are under construction) and 902 properties on the secondary market.
A significant portion of program participants consists of military personnel and security sector workers, who have secured 8,930 loans at 3% annual interest, accounting for 52% of the total. Among other beneficiaries are: 1,345 educators, 1,341 medical professionals, and 350 scientists. The most loans at 7% were received by 4,105 citizens without housing, as well as 566 internally displaced persons and 379 veterans.
By region, the most transactions through the eOselya program have been made in the following areas: Kyiv Oblast – 4,673, Kyiv – 3,604, Lviv Oblast – 1,024, Odesa – 799, Vinnytsia – 740, Ivano-Frankivsk – 737, Rivne – 707, Volyn – 681, Dnipropetrovsk – 545, Khmelnytskyi – 543.
