Government to Introduce Electronic Military Recruitment Center and Digital Services for Soldiers

The Cabinet of Ministers of Ukraine has announced its intention to implement a modern digital system “e-MRC,” which will automate key services for conscripts and military personnel. The main goal of this innovation is to move important services online, which, according to preliminary estimates, is expected to reduce the workload on territorial recruitment centers by approximately 15%.

Implementation of the Electronic Military Medical Commission

One of the central elements of the digital transformation will be the transition of the Military Medical Commission (MMC) to an electronic format. This will allow all necessary services to be accessed online, eliminating the need for personal visits to the relevant centers, which will significantly simplify the process for both military personnel and staff at these institutions.

Expansion of Functions in the “Reserve+” and “Army+” Applications

By December 2025, new services aimed at optimizing the work of territorial recruitment centers and providing more opportunities for users will be introduced in the “Reserve+” application. The updated functionality will simplify access to various administrative and informational services.

The “Army+” application will become the main tool in the daily work of military personnel. Among the new features are the ability to leave feedback on certain supply items, access to three important documents in electronic form, use of the notification center, and four new services in the “Benefits” section.

“The Ministry of Defense should focus on developing its own defense industry, including its optimization and integration, improving the service conditions for military personnel, as well as transforming the Defense Forces and digitizing a number of processes during 2025-2026.”

Additionally, by the end of 2026, it is planned to organize the monthly signing of 3,500 military service contracts with citizens of Ukraine, 1,000 contracts with foreigners and stateless persons, as well as carry out direct mobilization of 2,500 citizens each month into designated units.

Since the beginning of July, the “Reserve+” application has enabled the payment of fines for violations of military registration. Initially, this applied to fines for untimely data updates, and recently, an option to pay fines for failing to appear for a summons was added, further enhancing the efficiency of military registration administration.
