Over the past six years, prices for key types of fuel in the Ukrainian market have significantly increased. Gasoline A-95 and diesel fuel have doubled in price, while liquefied gas has nearly tripled. The continuation of fuel excise tax increases is planned until January 1, 2028, which, according to the authorities, is due to the need to harmonize legislation with the EU, the state budget deficit, and the growing needs of the army. Additional impacts on prices were caused by attacks from the Russian Federation on oil refineries following the onset of the full-scale invasion, which led to a sharp rise in fuel costs.

Changes in the Price of Gasoline A-95 from 2019 to 2025
At the end of 2019, according to official data, the average price of gasoline A-95 was 28.6 UAH per liter. In the first half of 2020, the fuel price dropped to 21.8 UAH, but by the end of the year, the price recovered to 24.9 UAH per liter. Throughout 2021, gasoline prices rose to 30.4 UAH, and this price remained until April 2022.
Starting in May 2022, the price of A-95 sharply increased to 42.5 UAH per liter, and by the end of the first year of the full-scale war, the price reached 51.3 UAH. In June 2023, gasoline cost 44.7 UAH, but by the end of the year, it had risen to 52–55 UAH. In April 2024, the price increased again to 54.4 UAH, and by autumn, the average price reached 56.6 UAH per liter. Concluding the year, the price decreased to 55.45 UAH.
At the beginning of 2025, the average price of gasoline A-95 was 56.42 UAH per liter, and in July it rose to 58.95 UAH. In autumn, the price remained within the range of 58.32–58.79 UAH per liter. Over six years, gasoline A-95 has doubled in price.
Price Dynamics of Diesel Fuel and Liquefied Gas
In 2019, diesel fuel cost 27.9 UAH per liter. The following year, the price dropped to 24 UAH, but by 2021, it began to gradually rise, reaching 30.5 UAH in November. By April 2022, the cost of diesel remained stable (37 UAH), but in May and June, there were sharp jumps to 46.2 and 56.5 UAH, respectively. By the end of 2022, diesel fuel averaged 55 UAH per liter.
In 2023, a temporary decline was observed to 44–46 UAH, but by December, the price had risen again to 52.6 UAH. At the beginning of 2024, diesel fuel slightly decreased in price; however, from June to September, the price stabilized at 52.8 UAH, and by the end of the year, it was 52.2 UAH per liter. From January to June 2025, diesel prices ranged from 52 to 55 UAH, peaking in August at 55.84 UAH. In November, the average price was 57.61 UAH per liter, which also indicates a doubling in price over six years.
As for liquefied gas, at the end of 2019 and throughout 2020, its price was stable at 11.8–12.7 UAH per liter. In 2021, a gradual increase began: from 14.5 to 19 UAH per liter. In 2022, the price rose to 41.2 UAH in June, but by the end of the year, it decreased to 29 UAH. In 2023, gas prices fell at the beginning of the year, but in December, they rose again to 33.2 UAH per liter.
At the beginning of 2024, prices dropped to 26–27 UAH, but by September, the average price was 30 UAH, and in December, it reached 35.43 UAH. In the winter of 2025, gas prices peaked: 36.46 UAH in January and 37.07 UAH in February. Throughout the year, the price gradually decreased and in November was 34.5 UAH per liter. Thus, over six years, liquefied gas has nearly tripled in price.
