Some categories of Ukrainian pensioners who worked in rural areas and continue to live there after retirement are entitled to full exemption from payment for housing and communal services, as well as free provision of solid and liquid fuel for heating and liquefied gas. To apply for such benefits, it is necessary to submit a corresponding application and supporting documents to the Pension Fund of Ukraine or use online services, including the “Diia” portal.

Who is Eligible for Benefits
Benefits can be utilized by pensioners from certain professions who worked in rural areas. This category includes:
- educational workers;
- medical and pharmaceutical workers;
- plant protection specialists;
- museum and library workers;
- employees of state and municipal cultural institutions, as well as educational establishments in the cultural sphere.
To receive benefits, a pensioner must meet several mandatory conditions:
- have at least three years of experience in the relevant position;
- at the time of retirement, hold a position that qualifies for benefits;
- the average monthly income of the family over the last six months per person does not exceed 4,240 UAH (data for 2024).
The benefit is granted for a period of 12 months, starting from the month of application submission, but no longer than until the end of the current calendar year. At the same time, this benefit does not extend to family members of the pensioner.
Procedure for Document Submission and Processing
To apply for the benefit, it is necessary to submit an application and documents confirming the right to it. If the pensioner is already registered in the Register of Persons Entitled to Benefits, only the application and documents proving residence in a rural area need to be submitted. If there is no such registration, a certificate issued by the relevant department of education, health care, or culture, the district state administration, the institution’s administration, or the village/town council must be added based on the work record book.
The benefit applies to those who worked in rural areas and continue to live there after retirement, and concerns both the payment for housing and communal services and the purchase of solid and liquid fuel for heating, as well as liquefied gas.
Documents can be submitted in several ways:
- in person at the service center of the Pension Fund, through authorized representatives of local councils, or at administrative service centers;
- sent by mail to the address of the Pension Fund of Ukraine;
- submitted online through the Pension Fund’s electronic services web portal, the “Pension Fund” mobile application, or the “Diia” portal.
Compliance with all requirements allows rural veteran pensioners to significantly reduce their financial burden when paying for communal services.
