Fines for Summer Tires in Winter: Requirements for Tires and Driver Responsibilities

It is important for Ukrainian drivers to know that using tires that do not match the weather conditions can lead to significant fines. The procedure for seasonal tire changes is not only a matter of comfort but also of road safety. Currently, the fine for operating a vehicle with inappropriate tires ranges from 340 to 680 hryvnias.

What Tire Requirements Are Defined by Traffic Regulations

The traffic rules of Ukraine do not specify exact dates when it is mandatory to switch to winter tires. The law also does not explicitly prohibit the use of summer tires during the winter period. However, clause 31.4.5 of the traffic regulations obliges drivers to use tires that are suitable for road conditions.

Article 121 of the Code of Ukraine on Administrative Offenses states that operating a vehicle with damaged, worn, or inappropriate tires is grounds for imposing a fine. Violations include:

  • worn tread below the permissible level: less than 1.6 mm for passenger cars, 1 mm for trucks, 2 mm for buses, and 0.8 mm for motorcycles;
  • the presence of cuts, cracks, bulges, or separations on the tires;
  • using tires that do not meet the technical specifications of the vehicle;
  • installing different types or sizes of tires on the same axle;
  • simultaneous use of studded and non-studded tires on the same axle.

Current Fines and Possible Changes

As of now, the fine for inappropriate tires ranges from 340 to 680 hryvnias. In the case of a repeated violation, the law provides for administrative punishment: arrest for up to 10 days or deprivation of driving rights for a period of three to six months.

“The Verkhovna Rada is considering bill No. 11029, which proposes to increase the fines: 1,700 UAH for the first violation; from 3,400 to 8,500 UAH and deprivation of driving rights for three to six months for a repeat offense. So far, this bill has not come into effect”.

Therefore, drivers should monitor the condition of their tires and timely switch to seasonal tires to avoid penalties and ensure safety on the roads.
