European Commission Allocates €3.05 Billion to Ukraine as Fourth Tranche of Ukraine Facility Program

The European Commission has determined the amount of the fourth regular tranche for Ukraine under the basic component of the Ukraine Facility program. This time, the country will receive €3.05 billion, which is less than the amounts of previous payments. The funding is expected to be transferred to Ukraine in August of this year.

Dynamics of Previous Tranches of the Ukraine Facility Program

The first tranche that Ukraine received in August of last year amounted to €4.2 billion. Of this amount, €1.5 billion was provided as grant assistance. In December, the country received the second tranche of €4.1 billion, of which €1.5 billion was also grant funds.

In April 2025, the third tranche of €3.5 billion was received; however, the grant amount in this tranche was only €400 million.

Plans and Conditions for Funding in 2025

According to the Ministry of Finance of Ukraine, in 2025, approximately €12.5 billion is expected to be received under the Ukraine Facility program, of which €1.5 billion is to be provided as grants. The updated forecast from the International Monetary Fund (IMF) indicates that the total funding Ukraine may receive under this program in 2025 will amount to $12.9 billion.

It is worth noting that according to the conditions of the Ukraine Facility program, the volumes and frequency of tranches depend on Ukraine’s implementation of key reforms and indicators set by international partners.

“We have already lost €1.2 billion in the first quarter. Of this, €500 million is grant funds lost due to unpassed laws and commitments under the Ukraine Facility,” stated Marchenko at that time.

At the beginning of June this year, Finance Minister Serhiy Marchenko appealed to members of parliament to timely adopt the necessary draft laws that are part of Ukraine’s commitments to international partners for the uninterrupted flow of funding under the Ukraine Facility program.
