Ukraine and the European Mortgage Federation (EMF) have signed an agreement to establish a Advisory Council for the Development of Housing Finance. The corresponding letter of intent was signed by Minister of Economy Yulia Svyrydenko and EMF Secretary General Luca Bertalot.

This document outlines active collaboration between the parties on the development of reforms and recommendations related to the implementation of effective financial instruments in the housing policy sector. The main goal is to integrate European practices, mobilize investments, and establish dialogue among government bodies, international institutions, experts, and market participants.

According to the agreements reached, the Ministry of Economy will coordinate the establishment of the Advisory Council, while the EMF will provide expert and analytical support and facilitate the engagement of international partners.
The EMF is a leading European organization that brings together mortgage lenders and covered bond issuers. Since March 2024, “Ukrfinzhytlo” has observer status in the EMF and is the first representative of Ukraine in this organization. The joint formation of the Advisory Council is part of the strategy to transition from budget financing of the housing sector to market mechanisms with the support of international financial institutions.
