EBRD to Provide Ukraine with 270 Million Euros to Strengthen Energy Sector

Ukraine will receive funding from the European Bank for Reconstruction and Development (EBRD) and the government of Norway to enhance energy resilience. This was announced by Prime Minister Denys Shmyhal on April 25.

During his visit to Washington, he signed an agreement with EBRD President Odile Renaud-Basso. “The agreement involves attracting 270 million euros from the EBRD under state guarantees, which will be accompanied by a grant from the Norwegian government amounting to 140 million euros,” the head of government noted.

Shmyhal added that these funds will allow the national company Naftogaz of Ukraine to import significant volumes of natural gas, which is critically important for preparing for the upcoming heating season.

Cooperation with EBRD and Future Plans

The Prime Minister also reported that since the beginning of the full-scale war, the EBRD has already mobilized over 6 billion euros for Ukraine in the form of loans, grants, and guarantees. Currently, Ukraine, together with the bank, is implementing 12 projects in various sectors, including energy, logistics, and critical infrastructure.

“We had a substantial dialogue with President Renaud-Basso. We outlined the prospects for further cooperation in the field of distributed generation, the reconstruction of hydropower, and in gas production and transportation,” Shmyhal reported.

Restoration of Energy Infrastructure

Support for the private sector and the reconstruction of Ukraine after the end of hostilities, as well as long-term plans for the future, were also discussed. According to the Ministry of Energy, Russia has inflicted over 30 massive coordinated strikes on energy infrastructure facilities in Ukraine over three years of full-scale invasion, causing billions of dollars in damage.
