EBRD Allocates $25 Million for Rebuild Ukraine Fund, Dragon Capital and Horizon Capital Accelerate Investments

The European Bank for Reconstruction and Development (EBRD) has approved a $25 million investment in the new private equity fund Rebuild Ukraine Fund, established by Dragon Capital. The fund aims to finance equity and related investments in small, medium, and mid-cap companies in Ukraine to stimulate long-term economic growth. The declared size of the fund is $250 million.

Dragon Capital’s Own Investments and the Launch of REBUF

According to Dragon Capital’s top manager Andriy Noska, the company has been developing the Rebuild Ukraine Fund LP (REBUF) for over a year and is investing $20 million of its own funds into it. The first closing of the fund is scheduled for September of this year, with a targeted investment volume for REBUF set at $200-250 million. The size of investments in each company will range from $7-30 million.

New Horizon Capital Fund: Raising €300 Million

During the Recovery Conference in Rome, it was announced that Horizon Capital has begun fundraising for the new Horizon Capital Catalyst Fund SCSP (Catalyst Fund) with a target volume of €300 million. The fund aims to unite investors who plan to support Ukraine now, rather than only after the war ends. Horizon Capital seeks to attract at least €300 million to mobilize €3.5 billion in capital for domestic market assets and various investment projects. The first closing of the Catalyst Fund is planned for the fourth quarter of 2025. The new fund is expected to finance mid-cap companies with investments ranging from €20-50 million per project. Currently, over 30 potential deals are under consideration, with a total capital need exceeding €2 billion.
