Purchases will be made from decentralized budgets through the electronic catalog of Prozorro Market, ensuring transparency and speed in the process.

As emphasized by Prime Minister Yulia Svyrydenko, the government decision allows DOT to independently interact with suppliers, establish product requirements, and verify their compliance with standards. This significantly reduces bureaucratic procedures for the military, who can now choose equipment from a verified supplier catalog.

“Now the military does not need to go through complicated procedures on their own. It is enough to select equipment from the catalog – the system will offer verified suppliers. This will speed up procurement and reduce risks,” Svyrydenko explained.

The list of available products for procurement is planned to be expanded soon, allowing for a quick response to frontline needs.

Administration of Prozorro Market and Procurement Organization

Defense Minister Mykhailo Fedorov emphasized that the new status of DOT allows the agency to administer the electronic catalog of Prozorro Market, as well as take on key stages of market interaction and part of the bureaucratic work. The main focus of procurement will be on pickups, as they are the most in-demand category of transport for defenders on the front lines.

The agency will be responsible for conducting market consultations, standardizing technical requirements, defining qualification criteria, and selecting suppliers. At the same time, DOT is not limited to a single supplier but distributes orders among several participants when there are more than two acceptable proposals, fostering competition and improving supply quality.
