On October 22, 2025, leaders of major cryptocurrency companies in the U.S. will meet with representatives of the Democratic Party to discuss regulatory issues in the decentralized finance (DeFi) sector. The main topic of the roundtable will be legislative regulation of the market and the future of the crypto industry in the United States.

The discussion is expected to include key figures from the industry, such as Coinbase CEO Brian Armstrong, Galaxy Digital CEO Mike Novogratz, Kraken CEO Dave Ripley, and Ripple Labs Chief Legal Officer Stuart Alderoty. On the Democratic side, the negotiations will be led by Senator Kirsten Gillibrand. The meeting is organized by Senate Democrats advocating for the regulation of the crypto market.

Controversial Democratic Initiatives
The meeting comes amid intense discussion surrounding the recently leaked document Preventing Illicit Finance and Regulatory Arbitrage Through Decentralized Finance Platforms. This document, which surfaced online in early October 2025, proposes a series of strict measures to combat illegal activities in the DeFi sector. In particular, it plans to require mandatory registration of DeFi service providers as brokers, expand the U.S. Treasury’s powers to create a list of prohibited protocols, and implement stringent KYC/AML requirements for a wide range of participants, including non-custodial wallets.
The proposed measures have faced criticism from the crypto community and Republicans, who argue that such actions are excessively harsh. Blockchain Association CEO Summer Mersinger stated that such regulation could effectively lead to a ban on the industry and a flight of innovation from the country.
At the same time, experts note that Democrats are seeking to block a vote on the CLARITY bill, which was developed by Republicans and approved by the U.S. House of Representatives in the summer of 2025. Democrats have proposed their own alternative project, one of the initiators of which is Senator Gillibrand.
So far, there have been no official comments from the participants of the upcoming meeting.
